The people keep demanding Congress cut spending to rein in the deficit.  

Congress did cut spending.  This is the result.  If Congress fully funded every government agency the deficit would skyrocket.  The alternative is to raise taxes on everyone.  So they make priorities on which agencies to fund and which to cut.  The Forest Service lost.
