In Missouri so many towns were generating the majority of their revenue from traffic infractions that the State passed a law that forced these munis to remit to the State any amounts over a given percentage of their total revenue. Guess what? Traffic infractions declined. I don't recall that accidents etc increased. I will not pay a photo infraction. After a period of time a bench warrant is issued, but never served. Ii believe there are too many chances for errors with photo law enforcement. If I I commit a traffic infraction, I expect a POLICE OFFICER to issue a ticket. That I will pay., if guilty
