The map was VERY old-2008.

PS That the map is from 2008, and the article was posted in 2011, doesn't mean that it is totally irrelevant. For proof of this, reference the U.S.A.'s ongoing (and lost) 1970's "War on Drugs", or it's (also lost) "War on Poverty".
