Dead Horse is at the Canyonlands area. Are you considering the Needles part of Canyonlands, also? 3 nights at Arches would be time to visit the Dead Horse area without moving but if you also want to visit the Needles area (further south) it would make for a long touring day from Arches.

Since you're planning on Mesa Verde after Arches then you could possibly do a drive-thru and couple hour stop at the Needles area enroute to Mesa Verde taking 491 at Monticello.
