You'll need a valid passport before you can get a PassCard and it's only good for land crossings. Can't be used for air travel and I don't think it can be used for water crossings. A number of States (and Provinces?) that are on the border have incorporated this into the driver's licenses they issue to residents to make their crossings easier.
