You'll need a valid passport before you can get a PassCard and it's only good for land crossings.
Unless they changed the rules, this is not true. Since I cannot fly and would only be traveling in/out by land, I only applied for and received a PassCard.
One day, I may actually travel into Canada or take a cruise and use it.
