What card locks are you referring to and are they available to a US tourist? I found out about AFD card lock in Ft Nelson and used it in Watson Lake and Whitehorse.
AFD Fuel I used my Vista PenFed card to sign up in Ft Nelson. A lady there helped with the signup (very easy) which is done right at the pump and gave me a significant discount as a first time user. And then I got 5% cash back on my PenFed Cash Rewards card.
