I wouldn't transport the ammo, legal amounts or not. When you present the paperwork, they're going to assume you have a gun and go looking for it. After all, what's the use of having the ammo if you don't have a gun?
The guy I hunt with left his pistols stateside when traveling north, but he did have used brass with him to reload at home. When Canadian Customs found the used brass, they made the assumption he must have the gun also, hidden someplace, so they went all through his RV.
