The "beef" was directly because of the US not upholding the agreement with beef exports between Canada and Mexico. Although the US had lost 3 international appeals, they still would not abide by the NAFTA rules. You can find this restriction on any google search and it does make the US news a few times a year.
It is all about labeling the meat and protectionism.
