Back in about 1987, we waited in line for 11 hours (not in a moho, so no bathroom, no lunch) in Nogales to get our papers, and when we got to the front of the line, were handed a card that said our fee was $20US. I went ballistic, but calmer minds prevailed, and the 20 dollar bill was given to Aduana. HOWEVER-this was the year of amnesty in the US, and all of the Mexican families returning home had different papers, and were charged lots, and had most of the gifts they were taking to their families in Mexico seized, or seriously taxed. Very sad situation, which no longer occurs. Things have improved dramatically.
We have not been solicited for a bribe, nor considered offering one since, and won't.
