Arizona - easiest place to return vehicle permit?

We acquired a ten year RV permit in Dec. 2005. We are traveling to New Mexico & Arizona this month and thought it would be best to turn it in now. I'll just drive over and back - this is all I will...

The vehicle with the sticker must go to 21. The officials are supposed to take a picture of the VIN plate. You definitely cannot just take the sticker.
