Arizona - easiest place to return vehicle permit?

Don't try it by mail from the US, either. We submitted everything, they kept what we sent, and wanted something else. Produced it, sent it, and never heard anything again.

Do it in Mexico, or, if you don't return it, realize that you need to change names on future permits to another name on the vehicle registration other than yours.
