Arizona - easiest place to return vehicle permit?

We acquired a ten year RV permit in Dec. 2005. We are traveling to New Mexico & Arizona this month and thought it would be best to turn it in now. I'll just drive over and back - this is all I will...

The process is described in this thread. You are about to enter Bureaucratic Hell. Mexico will not accept your word that the unit is in the USA and has been sold. There is a special form that I posted about 2 years ago. I will see if I can find it. They require proof that you sold the old unit. Not fun.
