Arizona - easiest place to return vehicle permit?

We acquired a ten year RV permit in Dec. 2005. We are traveling to New Mexico & Arizona this month and thought it would be best to turn it in now. I'll just drive over and back - this is all I will...

Since they take your credit card and you leave a deposit to ensure you return with your vehicle, if you fail to do so, you might find that you are out of the deposit. And, yes, the permit alone will not suffice. They have to verify it and they check out the VIN against the number of the permit. This can be done at kilometer 21.
