This only applies IF Homeland Security decides to allow you to board the aircraft. Which is not very likely to happen as they are legally responsible for you until Canada Customs accepts you.
Since HS is not noted for their palsy walsy style you will probably be on a Greyhound instead.

Homeland Security has nothing to do with a foreign country's entrance requirements, only safety & security.
It is the airline that determines what is good enough. But if it was a 'medical emergency' which is what we're talking about here, a person wouldn't be walking onto an airliner, no airline would ever allow an unwell person on their plane. They would be going home on a medivac flight, as was the case 2 years ago when they flew my mother home with ZERO ID with her.
