I won't go so far as to say it can't be but I would be surprised to see a 13'6" bridge on an interstate. It's been decades since such a low height was acceptable on the interstate system.
Do you have the name of the cross road? It would be fairly simple to check on google's street view and see what it looks like.
Two other thoughts:
- If it really is that low, they probably have signs for an alternate route in place.
- The height listed is the lowest point of the crossing. Often that only impacts one lane. The other lanes (or shoulder) may be higher.
