Bottomline it is the drivers responsibility. You can try and blame GPS, or any other excuse you can conjure up up....but....the driver had his hand on the wheel, foot on controls and made the conscious decision to drive through (almost) the tunnel. Same as the Boy Scout leaders that pushed over the Goblins at the National Monument.
All bridges, tunnels and overpasses I am aware of are marked and signed. I know for certain the Zion tunnel is mark like a nuclear testing site.
This guy made a big mistake. Should he go to prison? No. Should he be held libal? Yes
