Billings, MT to Mt Rushmore route

Greetings,
I am headed from Billings to Mt Rushmore , and plan to take I90 into Rapid City. From there, it looks like there are 2 parallel roads that head to Rushmore (specifically the KOA outside). Is there a preferred road to get there, or are they both suitable for towing?

    Take 16 from Rapid City through Hill City if you're going to the Mt. Rushmore KOA.

    Save your self about 4 hours driving by turning east at Crow Agency and take 212 across to Spearfish.
