That is correct, the Canadian Govt will readdress on 21 June, the US Govt will on 22 June (why the day apart I'll never know). I'm stuck up here in Alaska and have been keeping an eye on the reopening date to get into Canada and then back into the US.
Have you contacted the border authorities? It is my understanding that you CAN cross into Canada and continue your journey back into the lower 48. They will expect you to make a fairly expeditious transit of BC/Alberta and of course, the US border people will see you in, no problem.
