Hmmmm, I have a funny feeling that Reuters copied that article off of the New York Times website. It's got so much "he said/she said" ambiguity in it, it doesn't say anything that's definite or verified.

"Canadian and U.S. sources said although the governments had not yet taken a final decision, a further extension was highly likely." ???
"The U.S. Department of Homeland Security was not immediately available for comment."
"A majority of provinces have privately told Ottawa they are reluctant to resume non-essential travel, said a second source."
When I see the use of the word "source", I begin to think of the Trump/Russia collusion episode.
I also saw somewhere that they are relaxing the "essential travel" definition and restrictions for family members.
