I'm not sure I follow. Gun shops are common in Canada and gun ownership is not that far off of American numbers. Ammo is readily available. I think the confusion may be that restricted weapons like military grade rifles or hand guns are more difficult to legally acquire.
I think it's just a media thing. Many of our American friends are surprised when they find out that lots of Canadians own guns.
Lots of Canadians do own guns but gun ownership in Canada is quite different from the US. The Swiss small arms survey puts US per capita gun ownership at three times that of Canada.

There have been some changes to this. there no POL's anymore, only PAL's
A PAL or non resident permit is also required to buy ammunition.
