Key words "are to be implemented". It is not law yet. OMLO is in big trouble. He is doing away with the State run medical system and combining it with the Federal System. I bet the State employees are going to be up in arms. For those who do not understand the Seguro system it is a mess. Regular employees use IMSS. This is the largest medical provider. State employees and municipal employees use the State run Medical system. For example in Sonora it is ISSTESON. Military has their own system. IMSS standards vary from one location to another. IMHO it mostly sucks! I know that in the Guad area it can be first class. ISSTE is an excellent system. They have a lot of the latest equipment and decent hospitals. I tried to sign up but impossible for a foreigner! This is a huge undertaking and I give AMLO credit for doing the right thing. But it will cost a lot of money. Reducing the IVA along the border will reduce revenue that is badly needed. AMLO is trying to live up to his promises but the elected officials will try to block some of those changes.
