Are there any parks within 2 hrs of the border that: - have utilities (sewer?) - Large sites (35' trailer)

Manning Park is a favourite of ours. Easily accessible yet plenty of recreational opportunities. A bit of a scenic drive on Highway 3 from Hope. You'll want more than 2 hours to get there after crossing the border.
Cultus Lake and Chilliwack Lake are more accessible but also busier because of that.
