Yup, actually means no vehicle with dual rear wheels allowed-- includes RV's. And around Guad, have seen 3 Mexican trucks stopped for every RV. Yes, in many areas this IS strictly enforced.
Sure speeds up roads to not have underpowered overweight trucks in every lane at every traffic light.
