You are correct that it is not a Canada/US border crossing. That is why I referred to it as a "provincial crossing"; i.e., crossing from the province of Alberta to British Columbia.
FYI: My 2015 edition of the Rand McNally "Motor Carrier's Road Atlas" refers to Burmis as a "Port of Entry/Permanent Weigh/Inspection Station".
