I bought my former MH in Canada, and used a broker. He together with the RV dealer took care of all the paperwork. He drove it through the border crossing with me, and we were able to handle the paperwork from the window of the MH without going "inside". With this process, we were able to avoid paying the GST and avoided the refund process. I'm not sure if that process currently still exists. I did acquire a WA State temporary transport permit to drive the MH home.
Also required was a letter from the RV manufacturer stating that the MH complied with US DOT standards, the odometer/speedometer needed to be changed from kilometers to miles, and the propane system needed to be inspected and certified.
We paid cash so the complexities of financing were not an issue.
