Which is the best to tow on between US-101 and CA-1, CA-46 or CA-41?

Took 46 from 1 today. It's a good road, there is one really long hill. Got to follow a huge dirt moving equipment up the last half of that hill at 20 mph, such fun. East out of Paso to 99 takes you through middle of nowhere
