As long as I can remember, the speed limit in CA when towing has been 55. If you are towing at 70, you will get a ticket as you found out. I routinely tow in my class A at +/-63 and never have a problem. When driving my car, when safe, I cruise at the speed limit plus 8. I have several friends who are CHP and RVers. They have all told me they do not bother with speeders if they are < 10 mph over the speed limit, when conditions are safe.
