I suspect your info is a little out of date.
Almost every municipal sewage treatment facility will allow you to dump, usually for free. They also have city water available, again, usually free.
There are 2 municipal treatment plants in Alliston, one in Beeton, one in Tottenham and another in Cookstown. There is no charge to dump there.
The dumps on the 400 are ALWAYS locked, you have to ask staff to open them for you to prevent abuse, but both (northbobound and southbound) new On Route (Province of Ontario) Service Plazas have sani-dumps also.
So there's 7 within a few miles.
As was mentioned, the Toronto area is growing in quantum leaps.
