As I stated before the vehicles registration has to be in both spouses name then the TIP holder can leave the country, and the wife who is also the registered owner of the vehicle can drive the vehicle in Mexico, the wife will have to explain at the border why the husband is not with the vehicle, emergency back home and yes she will be allowed to go with the vehicle, they rather have the car out of Mexico than in Mexico, the mountain of paperwork for them if huge.
If the vehicle is only registered in the husbands name and he leaves Mexico with out surrendering the vehicle to customs, that vehicle is now illegal and no one can drive it not even the wife, since technically and legally she is not the owner.
That is the reason that the wife and I have the RV and the toad registered in both our names Mr. XXX YYY ___AND/OR___ Mrs. XXX YYY, should I need to go to the States she can keep the vehicle and drive it, they can not deny her the fact that she is also the legal owner and has power of attorney to control the property.
Driving in Mexico since 1965 a lot has changed, we used to get the vehicle and visa in about 20 minutes, last year it took them 2:30 hours to do paper work, it took less time to go through customs even with the vehicles going through the X-Ray machine, things were simpler back then, but of course change happens and the world is different, just try to get on an airplane it is ridiculous you get nuked and fondled and not even by a pretty lady!
