For $60 I can probably take a taxi around town a couple of times. I don't think I want to wander around like I do in USA or Canada, plus you have to find a parking and probably pay for it.
In Cancun, I went all around town in a bus a couple of times and did not feel I needed to see more then what I saw. We did go on a full day tour for $100 for two, visit and meal included. So at $60, you save nothing, plus I got to sleep on the way back.
