This is set up just like a traffic cam or red light camera. They really do not need you to be a resident of the state in which the "violation" or toll was not paid to mail you a bill. They will find you with the plate numbers on your vehicle then thru state registration systems.
When a bill arrives, just pay it and send a note with payment that you are a full timer and your mail has just caught up with you. If they really want you to pay the fine for late payment you will be arrested in some other state when a cop pulls you over for an outstanding warrant. The chances are very very small due to the cost to send you back to the state where you owe the fine.
