My "insider" friend thinks the date will certainly slip. The inter-system talks weren't done last I heard and they have to finish before the technical folk actually do the work.
I agree, date slippage is likely, although at least one House or Senate member (I forget which) is pressing for penalties if that occurs. I won't be surprised if the already dominant E-ZPass system comes out on top technically, but we'll just have to wait and see... :)
