I'm assuming that the tank is polyethelene. I would find the places probably a plumbing supply shop or almost any hardware store will have poly water tanks (tanaca) that sit on every roof top and find out who repairs them. Poly can normally be hot air welded with a filler rod, there is undoubtedly someone who repairs them. Fiberglass polyester resin and epoxy resins have a very hard time sticking to poly so repairing that way would be quite difficult although it could possibly be encapsulated in fiberglass to improve the structural integrity.
