Cross Country Planning in Late March / Early April 2017

Quick question, Generally speaking, how open is the interstate road system going from eastern North Carolina to Seattle Washington in late March to mid April? Is I90 / I94 generally trafficable...

plan both ways and let the weather dictate the route.
with the screwy weather anymore if i had to choose one right now i would
the southern route to be safe.
