Even in the free zones you are supposed to get an FMM if you're going to be there over 72 hours. I know a lot of people in the free zone don't, but that doesn't make it legal.
A lot of US fishermen in Bahia Kino found that out the hard way when the officials started checking for fishing licenses. The first step in getting a fishing license is to show your FMM! They had to go all the way back to the border and get the FMM first so they could apply for a fishing license.
