Crossing US Canada and back conflicting info on dogs

Been through the border a number of times and never had to show anything for the dogs - however, my vet was adamant that they require health certificates along with the rabies - he even contacted them by phone - so I had them just in case. They don't cost much and why risk it? Will leave again Monday for the border and will have the current health certs.
