You are correct none of us can give you the answer since every toll collector
goes by a diferent way of looking at the number of "AXELS".
My Rv which only has one axle in the rear with four tires has been quantified by the toll both operator as being a two "AXLE" in the rear and one in front, in esesens making my RV a "THREE AXEL" I DO NOT HAVE A TAG AXLE!
I have a single rear axle with two tires at each end, also known as DUALLY and they still try to charge me for two axels.
So when you get to the toll both and your two axel truck and two axel trailer gets charged for a FIVE AXEL unit you are being taken advantage, talk to managment and explain that there is no way for your rig to have more axels than what there are.
Maybe this will help a little more, I know that it can be frustrating at times, but that is the nature of the beast.
