O.K. we now figured this out it is not the amount of axels that they charge for but for how many tires hit the pavement.
Single rear axle vehicle = 4 tires two axels
Dual rear axle vehicle = 6 tires 3 axels
That makes sense, and probably a guestimate of the wheight on the vehicle, which all equates to the amount of maintenance that the road takes.
