Dakota Meadows MN to Duluth?

Which has less traffic & still decent road, 169 or 494N from Shakopee. We then would head east on 610 & 10 to connect with 35. Our goal is to avoid as much morning traffic as possible... 35 E has bridge work going on with lane restrictions. We leave in the morning. Thanks!
