Getting a filling in Mexico is one thing, implants too risky for me.
Very good advice. Also, since the economy stinks and most dentists are hurtung a little bit, cash is king. Go outside of California and get some referrals. You should be able to work a cash deal for the implants, from start to finish. Also, are the teeth canine back?
They should be able to do two implants and mod the back ones for chewing, not aesthetics.
