"In 1994 I tested 194 gasolineras across Mexico with a Seraphin NIST calibrated 20 liter test measure. The test was posted in the NAFTA section of an October issue of The Wall Street Journal. The test was funded out of my own pocket. I met with the Bureau Chief, Paul Carroll, of the Wall Street Journal In Mexico City in July 1994."
How about a link to said issue. Of course it is over 10 years old so I doubt it will be in the archives.
