I do not think that border agents or insurance companies will be applying rules and laws without looking at facts as being out of country or state in this times of stress, as long as you have proof that you were stuck on the other side and abiding by a stay put request from either a state or federal government, or provincial authority.
Then of course there is always an AS-OL that can-not or will-not think out side the box and you will need to contact a lawyer ot solicitor witch ever may apply and have a judge or one of those guys in a white wig render a veredict on your request and in your favour.
