Don't try highway 91 from 5 am to about 10 am in the morning, yes rush hour lasts that long on weekdays. On weekends, travel picks up around 10 am and usually stays pretty busy all day long.
You can check google.com maps and then click on "Traffic" to see if the freeways are green (50 MPH +) or less, yellow or red below 25 MPH. You can also check "Time" and check say Friday at 10 am and see what it looks like on a average Friday.
