There are multiple figures. One is for tourists
The second is for residents living in the frontera area but carried in by themselves.
The third is for residents (citizens and permanent residents residing outside the border area.But carried in by themselves personally.
The fourth is for all NAFTA packages brought in by mail or commercial carrier that has to go through Mexico City Aduana even though the sender might be in Sn Diego and recipient in Tijuana. This is the one I am interested in.
