It sounds improbable Moishe. There are too many entrances - Garita 2, Otay, Mexicali, and Tecate. But with noises coming from gobernacion about considering an entrance fee each person no matter what the reason, length of stay or where, such a move could be, screwed up as it sounds, put into place. Immigration for Baja California has been thumbing their nose at Mexico City for decades regarding short term visits as far south as Ensenada. There is a major puesto de control about 10 miles south of Maneadero, with parking, etc. that could someday be used for vehicle (and immigration) control. It has the pavement and structures in place.
