Plenty of countries make it impossible to pass unless you have all required paperwork including visa, entry slips, stamps, TIPs, fumigations and quarantine inspections. Just have to travel a bit further than the Mexico border to find them.
They do this by using barriers, sensible traffic routing, stop/go signals, confirmation slips, co-located border post offices and booths and final checkers and various other methods.
Mexico is particularly problematic because there is not the slightest semblance of a uniform system right across from one coast to the other
