OTH, 10-year TIP for RVs (and boats) has been in effect in Baja for long time, this includes motorhomes. Enforcement is a different matter.
I guess because when you get to LaPaz ferry terminal aduana office to get the TVIP to get on the ferry to the mainland and only then find that in order to get the TIP, you have to produce the FMM which unfortunately is only issued a days drive back north, then it is probably mentioning the FMM in any discussion involving the TIP, especially in a topic about changes to procedures entering BAJA
