Basically what you are saying is that Mexico is introducing stricter, more logical border procedures that are STILL way, way less stringent than what the USA imposes on Mexicans. It is called "Reciprocity" and is exactly the same deal that forces Americans wanting to enter Bolivia to pay US$150 while almost nobody else in the whole world pays anything at all.
