Maybe because Pardons were once thought to be for people who were wrongly convicted. Now, for what ever reason, it has been turned into a tool to let properly convicted people out jail for "humanitarian" or some other popular reason.
In those cases I think Canada is in the right.
Presidents of the last few decades have been pardon-drunk with their powers when leaving office. They let out any criminal that has a family member come crying to a cabinet member or crony.
It's an insult to the good Americans who convicted them.
Sorry - rant off.
